前言

在習近平總書記《在文藝工作座談會上的講話》發表五周年之際，我們迎來了期待已久的第十三屆全國美術作品展覽的絢麗開幕。這是對美術界深入貫徹落實習近平總書記一系列關于文藝工作重要論述而結出創作果實的盛大檢閱，也是美術界以丹青書寫的當代視覺史詩向中華人民共和國70華誕的獻禮！

這五年，習近平總書記對文藝工作寄予深切厚望，殷殷教誨囑托——主持召開文藝工作座談會，出席中國文聯十大、中國作協九大開幕式，黨的十九大以來，曾先后給內蒙古烏蘭牧騎隊員們、老藝術家牛犇、中央美術學院老教授等寫信回信，親切看望參加全國政協聯組會的文藝界代表，前不久又為中國文聯、中國作協成立70周年發來賀信。習近平總書記關于文藝工作的重要論述，豐富和發展了馬克思主義文藝理論，為新時代中國特色社會主義文藝道路指明了方向。

這五年，全國美術家、美術工作者莫不為習近平新時代中國特色社會主義思想所感召、所激勵。他們自覺肩負起舉精神之旗、鑄時代之魂、展人民形象的光榮使命，在不斷增強腳力、眼力、腦力和筆力的過程中，深入生活、扎根人民。這些作品的構思醞釀，大多來自他們對人民生活的真切體驗；這些作品中的人物形象，大多采擷于日常生活中時代領跑者與筑夢人的原型；這些作品的藝術技巧，更體現了美術家們勇于并善于學習借鑒古今中外藝術經典及其進行的時代性、個性化的創新性探索。

這五年，美術界的藝術生態得到了良好改善，以人民為中心的創作導向深入人心。一系列描繪中華民族奮勇崛起的重大歷史題材美術創作工程、一系列講述中國人民改革奮斗故事的主題性美術創作，已匯聚成一曲華美的樂章，如黃鐘大呂，恢宏莊嚴，又如一篇氣勢浩蕩的視覺史詩。貼近人民、扎根人民的創作風尚引領了當代美術的發展新風。廣大美術工作者在全球化藝術格局中更加堅定了民族文化自信，他們的藝術創作也越來越鮮明地呈現出中國精神、中國氣派、中國風度。

由中華人民共和國文化和旅游部、中國文學藝術界聯合會、中國美術家協會共同主辦的第十三屆全國美展，正是對這五年美術生態新風、美術創作新貌進行的全面深度的總攬與提升。本屆全國美展分兩個階段舉行。第一階段以分展區的方式展出各美術門類的作品，從2019年9月至10月分13個展區分別開展。其中，中國畫展區、藝術設計展區設在濟南，油畫展區、雕塑展區設在重慶，版畫展區設在成都，水彩·粉畫展區設在深圳，漆畫展區設在廈門，陶藝展區設在景德鎮，綜合畫種·動漫展區、港澳臺海外華人作品展區設在廣州，綜合材料繪畫展區設在寧波，壁畫展區設在鄭州，實驗藝術展區設在廊坊。各展區共計展出作品4600余件。第二階段為獲獎作品、獲獎提名作品和優秀作品展，展出從各展區評選出來的獲獎提名作品、優秀作品，于2019年12月在北京展出，其中將產生“中國美術獎”37件，包括9件金獎、14件銀獎、14件銅獎。本屆全國美展首次施行網上報名系統和初評電子評選系統，并在評選評獎規則制定、評委推薦遴選、評選評獎程序組織、紀檢監督全程介入和排重系統同步使用等方面進行了多項改革和完善。

與共和國相伴同行的全國美展，至今已走過70年的風雨歲月，每屆全國美展的舉辦都以視覺審美的方式見證和凝固了新中國建設、發展與繁榮的輝煌歷程；而每屆全國美展匯聚的作品，也書寫了新中國美術進行現代性變革與轉型的藝術史。第十三屆全國美展的舉辦，既是中國當代藝術史的新篇，更是美術家為中華人民共和國70華誕書寫的中國人民繼續奮斗的當代視覺史詩。

FOREWORD

On the occasion of the fifth anniversary of General Secretary Xi Jinping’s Speech at the Symposium on Literary and Art Work, the spectacular 13th National Exhibition of Fine Arts we have long been waiting for opens. This is a grand review of the innovative fruits yielded from the fine arts circles’ in-depth implementation of the Secretary General Xi Jinping’s important elaborations on literary and art work and a modern visual epic of paintings dedicated by the fine arts circles to the 70th anniversary of the People’s Republic of China!

In these five years, General Secretary Xi Jinping pinned great hope on literary and art work and gave ardent instructions – he presided over the Symposium on Literary and Art Work, attended the opening ceremony of the 10th Congress of the China Federation of Literary and Art Circles and the 9th Congress of the Chinese Writers Association, wrote letters and replies to members of Inner Mongolia’s Ulan Muqir Troupe, old artist Niu Ben, old professors at Central Academy of Fine Arts, etc. after the 19th National Congress of the Communist Party of China, cordially visited the representatives of the literary and art circles attending a joint meeting of the CPPCC, and recently sent a congratulatory letter for the 70th anniversary of the establishment of the China Federation of Literary and Art Circles and the Chinese Writers Association. General Secretary Xi Jinping’s elaborations on literary and art work have enriched and developed Marxist literary and art theories and pointed out the direction and path of literature and art with Chinese socialist characteristics in the new era.

In these five years, Chinese artists and art workers were inspired and encouraged by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They self-consciously shouldered the glorious mission of holding up the flag of spirit, forging the soul of the era and displaying the image of the people, and went deep into life and rooted themselves among the people while constantly practicing their feet, eyes, brains and brush strokes. The conceptions of these works mostly come from their personal experience of people’s life; the figures in these works are mostly modeled on forerunners and dream builders of the era; the art skills used for these works reflect epochal, individualized and innovative explorations made by artists who are bold and good at studying and drawing on art classics, both ancient and modern, Chinese and foreign.

In these five years, the art ecology of the literary and art circles improved a lot, and the people-centered orientation of creation was deeply rooted in people’s hearts. A series of fine arts creation projects depicting the major historical theme of the Chinese nation’s courageous rise and a series of theme fine art creations telling stories of the Chinese people’s reform and struggle formed a resonant sound and a powerful visual epic, and the trend of creation close to and rooted among the people led a new style of modern fine arts’ development. In the globalized art realm, the art workers further enhanced their confidence in national art, and their art creations also more and more saliently reflected the Chinese spirit, Chinese air and Chinese style.

The 13th National Exhibition of Fine Arts jointly hosted by the Ministry of Culture and Tourism of the People’s Republic of China, the China Federation of Literary and Art Circles and the China Artists Association fully and deeply summarizes and sublimates the new styles in fine arts ecology and the new looks of fine arts creation in these five years. This national exhibition of fine arts will be held in two stages. In the first stage, various kinds of fine arts works will be displayed in different exhibition areas. Exhibitions will open in 13 exhibition areas separately from September to October 2019. Among them, the Chinese painting exhibition area and the artistic design work exhibition area will be in Jinan, the oil painting exhibition area and the sculpture exhibition area will be in Chongqing, the print exhibition area will be in Chengdu, the watercolor and gouache exhibition area will be in Shenzhen, the lacquer painting exhibition area will be in Xiamen, the ceramic work exhibition area will be in Jingdezhen, the exhibition area for comprehensive painting, animations and cartoon; and works of artists from Hong Kong SAR, China, Macao SAR, China, Taiwan, China and overseas Chinese artists will be in Guangzhou, the paintings with comprehensive materials exhibition area will be in Ningbo, the mural painting exhibition area will be in Zhengzhou, the experimental artwork exhibition area will be in Langfang. A total of about 4,600 works will be displayed in these exhibition areas. The second stage will be exhibition of prize-winning works, nominated works and excellent works. The nominated works and excellent works selected from various exhibition areas will be displayed in Beijing in December 2019, and 37 of them will receive prizes of the 13th National Exhibition of Fine Arts & Chinese Fine Arts Awards–Creation Awards, including 9 gold prizes, 14 silver prizes and 14 bronze prizes. During this national exhibition of fine arts, the online registration system and electronic preliminary selection system will be used for the first time, and many reforms and improvements will be conducted in terms of formulation of selection and awarding rules, screening of the appraisal committee’s recommendations, selection and awarding procedure and organization, intervention of disciplinary supervision in the whole course and synchronous use of the repetition elimination system.

The national exhibition of fine arts has accompanied the People’s Republic of China for 70 years of wind and rain. The holding of each national exhibition of fine arts witnessed and captured the new China’s glorious course of construction, development and prosperity by visual and aesthetic means, and the works gathered at each national exhibition of fine arts also wrote the new China’s fine arts history of modern change and transformation. The holding of the 13th National Exhibition of Fine Arts is not only a new chapter of China’s modern art history, but also a modern visual epic of the Chinese people’s continuous struggle written by artists for the 70th anniversary of the founding of the People’s Republic of China.
